Mizoram State Roads II – Regional Transport Connectivity Project (MSRII-RTCP) Project Management Consultancy (PMC) Services
The Mizoram State Roads II – Regional Transport Connectivity Project (MSRII-RTCP), financed by the World Bank, aimed to improve the condition and efficiency of key State Highways and Major District Roads in Mizoram. Building upon the success of the earlier MSRP-I, this phase focused on cross-border connectivity and institutional strengthening of the PWD to develop a modern and sustainable road sector in the state.
United Engineers Alliances Pvt. Ltd. (UEA), in joint venture with ISAN Corporation, Korea, served as the Project Management Consultant (PMC) for Group I roads. The team supported the client in improving 440 km of roads, including the Champhai–Zokhawthar and Chhumkhum–Chawngte corridors, while assisting PWD in modernization and performance enhancement initiatives.

Scope of Work
UEA’s role under this project included:
- Providing high-quality management and implementation support to the PIU
- Monitoring social and environmental safeguards, including Resettlement and Indigenous Peoples Plans
- Assisting PWD in adopting international best practices in road asset and network management
- Developing a Road Asset Management System (RAMS) and conducting state-wide road condition surveys
- Supporting ICT and MIS upgradation, e-tendering, and financial management systems
Preparing the Strategic Business Plan and Annual Maintenance Program for the state’s road network
UEA Contribution
UEA played a key role in institutional strengthening by guiding Mizoram PWD toward adopting modern road management tools and systems. The firm’s technical and managerial expertise contributed to improved efficiency, enhanced transparency, and stronger compliance with World Bank standards—laying the foundation for sustainable infrastructure management in the state.
