Project 13

The project involves developing a modern Food Processing Plant with Cold Storage Facility at Lalpool, Udalguri, Assam, under the BTC Package on EPC Mode-I. The Public Works Department, Bodoland Territorial Council (BTC), is implementing the facility to strengthen post-harvest management, food processing, storage, and value-addition infrastructure in the region.

The project comprises food processing facilities, cold storage infrastructure, common service buildings, utility systems, internal roads, drainage, water supply, electrical and mechanical services, fire-fighting systems, and other associated infrastructure.

United Engineers Alliance Pvt. Ltd. (UEA) is serving as the Project Management Consultant (PMC), providing comprehensive technical and management support from commencement of EPC works through testing, commissioning, project completion, and the Defect Liability Period.

UEA’s scope covers the complete PMC requirements for effective implementation of the facility, including:

• Technical review and scrutiny of the EPC contractor’s designs, drawings, specifications, and construction programme
• Supervision of construction activities to ensure compliance with approved designs and contract requirements
• Monitoring of physical progress, contractual milestones, and project schedules
• Quality Assurance and Quality Control (QA/QC) through inspection of materials, workmanship, and laboratory testing
• Verification of measurements and certification of interim and final payment bills
• Review of material submittals, shop drawings, method statements, and construction schedules
• Monitoring of Health, Safety and Environmental (HSE) compliance
• Coordination among the Employer, EPC contractor, utility agencies, and other stakeholders
• Periodic monitoring, reporting, and documentation of physical and financial progress
• Review and recommendation of variation orders, claims, and Extension of Time (EOT), wherever applicable
• Supervision of testing, commissioning, and performance testing of civil, electrical, mechanical, and cold storage systems
• Assistance in project completion, preparation of punch lists, review of as-built drawings, handing over, and DLP monitoring.

UEA is providing multidisciplinary PMC expertise covering civil, structural, architectural, electrical, construction management, and quality control functions. Through continuous technical review, site supervision, quality monitoring, progress assessment, and stakeholder coordination, UEA is supporting the effective delivery of this integrated food processing and cold storage facility.

The assignment demonstrates UEA’s capability in managing multi-disciplinary industrial and infrastructure facilities, with particular emphasis on quality, contractual compliance, construction coordination, HSE, and successful commissioning.
