Project Overview
The Assam Health System Strengthening Project, supported by the Japan International Cooperation Agency (JICA), aims to enhance the state’s healthcare service network and support the goal of Universal Health Coverage (UHC), ensuring quality health services are accessible to all citizens.
As part of the preparatory study for the project, a comprehensive field survey of public hospitals across Assam was undertaken to assess the existing health infrastructure, service delivery systems, and operational challenges. The survey also focused on understanding patient satisfaction, healthcare service utilization, and hospital institutional capacity.
United Engineers Alliances Pvt. Ltd. (UEA) was engaged to conduct detailed field surveys of selected public healthcare institutions to support the preparation of the implementation framework for the proposed JICA-funded health system strengthening program
Description
Scope of Work
UEA’s scope includes:
- UEA carried out extensive field investigations covering major healthcare institutions across the state. The survey included 7 Medical Colleges and Hospitals (MCHs), 6 District Civil Hospitals (DCHs), and 6 Primary Health Facilities (PHFs) located near the district hospitals.
- The key activities included:
- Field survey and data collection on hospital infrastructure and facilities
- Assessment of medical equipment availability and condition
- Evaluation of hospital management and operational systems
- Survey on patient satisfaction and care-seeking behaviour
- Assessment of hospital staff satisfaction and working environment
- Analysis of teaching and learning environments in medical colleges
- Identification of key challenges affecting healthcare delivery
- These surveys provided valuable insights into the existing capacity and operational efficiency of healthcare institutions in Assam.
UEA Contribution
UEA deployed a multidisciplinary team consisting of project managers, engineers, and trained surveyors to carry out structured surveys across all target hospitals. The team collected and analysed data related to infrastructure, service delivery, and patient experience to identify key bottlenecks in the healthcare system.
The findings of the survey helped the project team develop evidence-based recommendations for strengthening hospital infrastructure, improving service delivery, and enhancing the overall efficiency of the healthcare system in Assam. The assignment contributed to the planning of a comprehensive healthcare development program under JICA’s Official Development Assistance (ODA) framework.
