Project Management Consultant (PMC) for the construction of a Food Processing Plant with Cold Storage Facility at Nakuchi, Baksa District, Assam, on EPC Mode-I

The project involves the construction of a modern Food Processing Plant with Cold Storage Facility at Nakuchi, Baksa, Assam, under the BTC Package on EPC Mode-I. The Public Works Department, Bodoland Territorial Council (BTC), is implementing the project to strengthen post-harvest management, food processing, storage, and value-addition infrastructure in the region.

The integrated facility includes food processing facilities, cold storage infrastructure, common service buildings, utility systems, internal roads, drainage, water supply, electrical and mechanical services, fire-fighting systems, and other associated infrastructure.

United Engineers Alliance Pvt. Ltd. (UEA) is serving as the Project Management Consultant (PMC), providing comprehensive project management and technical supervision from commencement of EPC works through testing, commissioning, completion, and the Defect Liability Period.

UEA’s scope covers the complete PMC requirements for effective implementation of the facility, including:

• Review and technical scrutiny of EPC contractor’s designs, drawings, specifications, and construction programme
• Construction supervision and monitoring for compliance with approved drawings, specifications, and contractual provisions
• Monitoring of project progress against the approved work programme and contractual milestones
• QA/QC of materials and workmanship, including laboratory testing
• Verification of measurements and certification of contractor’s payment bills
• Review of material submittals, shop drawings, method statements, and construction schedules
• Monitoring of Health, Safety and Environmental (HSE) requirements
• Coordination with the Employer, EPC contractor, utility agencies, and other stakeholders
• Monitoring and reporting of physical and financial progress
• Review and recommendation of variations, claims, and EOT, where applicable
• Supervision of testing, commissioning, and performance testing of civil, electrical, mechanical, and cold storage systems
• Support for project completion, punch-list preparation, as-built documentation, handing over, and Defect Liability Period monitoring.

UEA is providing an integrated multidisciplinary team comprising project management, architectural, structural, electrical, civil, construction management, and quality control expertise. The team is responsible for ensuring effective coordination between the Employer and EPC contractor while maintaining quality, safety, schedule, and contractual requirements throughout project implementation.

Through its comprehensive PMC services, UEA is supporting the development of a modern food processing and cold storage facility designed to strengthen agricultural value addition, post-harvest management, and storage infrastructure in the BTC region.
