Climate Resilient Brahmaputra Integrated Flood and Riverbank Erosion Risk Management Project (Funded by Asian Development Bank – ADB)
The Climate Resilient Brahmaputra Integrated Flood and Riverbank Erosion Risk Management Project is one of Assam’s most significant initiatives aimed at building long-term resilience against flooding and riverbank erosion. Supported by the Asian Development Bank (ADB), the project integrates structural and non-structural measures to stabilize vulnerable reaches of the Brahmaputra River.
The program focuses on four high-priority locations — Dibrugarh, Morigaon, Palasbari–Gumi, and Goalpara — all prone to frequent erosion and flood damage. United Engineers Alliances Pvt. Ltd. (UEA), in collaboration with HaskoningDHV Consulting Pvt. Ltd., serves as the Project Management Consultant, providing technical, managerial, and safeguard expertise for this state-wide initiative.

Scope of Work
UEA’s responsibilities under this project include:
- Project management and coordination support to FREMAA and associated agencies
- Construction supervision and quality assurance of erosion control works
- Procurement and contract management including bid evaluation and documentation review
- Technical assistance in hydraulic modeling, geotechnical design, and river morphology analysis
- Environmental and social safeguard implementation, including RAP and EMP compliance
- Capacity building and training of FREMAA officials and local stakeholders
- Community engagement, data monitoring, and periodic project reporting
UEA Contribution
UEA’s multidisciplinary team plays a vital role in ensuring that engineering designs and field interventions align with climate-resilient and sustainable river management practices. Through its technical leadership and on-ground supervision, UEA supports FREMAA in transforming traditional flood control into a holistic risk management approach across the Brahmaputra basin.
