120 MW Lower Kopili Hydropower Project Project Management and Construction Supervision Consultancy
(Under Assam Power Sector Investment Program – Funded by ADB)
The Lower Kopili Hydropower Project (120 MW) is one of Assam’s most ambitious renewable energy initiatives aimed at harnessing the potential of the Kopili River in the Brahmaputra Basin. The project comprises a 110 MW main power house and a 10 MW auxiliary plant, designed to boost power generation capacity while ensuring environmental and social sustainability.
United Engineers Alliances Pvt. Ltd. (UEA), in association with AF Consult Switzerland Ltd., has been engaged as the Project Management and Construction Supervision Consultant (PMC). UEA provides multidisciplinary support across civil, electrical, geotechnical, and environmental domains for the effective implementation and monitoring of this large-scale infrastructure.

Scope of Work
UEA’s responsibilities under this assignment include:
- Review and validation of all engineering and design studies
- Optimization of project design, cost estimation, and risk assessment
- Preparation and implementation of Environmental & Social Management Plans (ESMPs)
- Support in tendering, bid evaluation, and contract documentation
- Construction supervision and quality monitoring of civil and electro-mechanical works
- Monitoring of safeguard policies including RAP, EMP, and Gender Action Plans
Training and capacity building of APGCL staff for environmental and safety compliance
UEA Contribution
UEA’s technical team has played a pivotal role in maintaining project quality, ensuring compliance with ADB’s safeguard standards, and streamlining coordination between contractors and the client. The firm’s expertise in hydropower design and E&S management has contributed to making the Lower Kopili project a benchmark in sustainable hydropower development in Northeast India.
